An Exciting Opportunity to Lead and Drive Municipal Governance
SALARY: R1 003 890 per annum (Level 12), (all-inclusive remuneration package to be structured in accordance with the rules of the Middle Management Services)

Minimum Requirements
The ideal candidate must possess the following qualifications and experience:
A Bachelor of Laws degree (LLB) NQF level 8 qualification as recognized by SAQA.
A minimum of three (3) years of junior management experience with relevant knowledge in local government post qualification.
Admission as an Attorney or Advocate of the High Court.
A valid driver’s license.
A certificate in legislative drafting will be an added advantage.
Essential Knowledge, Skills, and Competencies Required:

Extensive knowledge of relevant legislation pertaining to municipal governance.
A deep understanding of the legal framework governing Local Government.
Awareness and understanding of the municipal environment and its operational mechanisms.
Strong policy analysis skills to evaluate and develop municipal policies.
Project management expertise to oversee municipal governance projects effectively.
Research and development abilities in drafting and implementing legislation.
Demonstrated practical knowledge in Supply Chain Management.
Planning and organizational abilities to manage multiple tasks and responsibilities effectively.
Conflict resolution and problem-solving skills to address challenges within municipalities.
Strong team development and leadership skills to foster a productive work environment.
Excellent decision-making abilities for effective governance and policy implementation.
Time management proficiency to handle workload efficiently.
Financial management skills to ensure sound resource allocation and budget adherence.
Effective written and verbal communication skills for stakeholder engagement.
Ability to liaise with government organizations, the private sector, and other relevant stakeholders.
Computer literacy with proficiency in Microsoft Word and Excel.

Key Responsibilities:
The appointed Deputy Director will be responsible for ensuring efficient municipal governance by executing the following duties:
1. Assess and Monitor the Executive Authorities of Municipalities
Ensure that municipal executive authorities function effectively within their legislative frameworks.
Evaluate the performance of executive bodies in compliance with municipal policies and legal mandates.
Provide recommendations for improving municipal leadership and executive governance.
2. Assess Municipal Council Institutional Frameworks and Administer Legislative Processes
Review and analyze the structure and functions of municipal councils to ensure alignment with legal and policy frameworks.
Administer municipal legislative processes and ensure compliance with regulatory standards.
Provide guidance and support to municipal councils regarding governance structures and decision-making procedures.
3. Facilitate the Regulation and Processing of Municipal Electoral Matters
Oversee municipal electoral processes to ensure fairness and compliance with electoral regulations.
Collaborate with relevant electoral bodies to facilitate smooth election administration at the municipal level.
Address legal challenges and disputes arising from municipal elections in coordination with legal authorities.
4. Support, Monitor, and Guide Municipalities on Their Legislative Authority
Provide legal advice and guidance to municipalities on the proper exercise of their legislative authority.
Develop training programs to enhance the legal knowledge of municipal officials.
Ensure municipalities adhere to constitutional and statutory provisions governing their legislative powers.
5. Drafting and Reviewing Legal Documents
Prepare and review legal documents, including municipal by-laws, regulations, and governance policies.
Conduct legal research to support the drafting of legislative frameworks for municipalities.
Ensure legal compliance in all municipal governance documentation.
6. Management of Resources
Oversee the allocation and management of resources within the municipal governance framework.
Ensure financial sustainability and accountability in municipal operations.
Develop policies to enhance the efficient utilization of municipal resources.
